Site Quality Manager

Astute’s Power team is partnering with a leading principal contractor in the Energy from Waste sector. They are looking to recruit a Site Quality Manager on a 12-month minimum contract for its site in Southeast of England.       The Site Quality Manager role comes with a day rate of £600.      Key skills required for the Site Quality Manager role   
  • Overall Site Quality Control (QC) lead & manager of the Site Quality team, reporting directly to the Project Site Manager (PSM), with functional reporting to the Project Quality Manager (PQM)
  • Demonstrates leadership and commitment to Health, Safety, Environment (HSE) & enforces construction site HSE requirements, and is required to support the PSIM in implementation of the site HSE policies as needed
  • Ensures that relevant quality certification necessary for site works are available and are valid and ensure that approved testing equipment is calibrated and properly used
  • Participates in the review and approval of assembly test plans and other quality-related documents (e.g. manufacturer approvals, process skills, personnel qualifications, inspection instructions) before installation. Responsible for organising, managing and conducting the intermediate and final inspections at construction site (IIS, FIS, MEC/TOP), according to the approved QC plan
  • Ensures that the quality requirements as per Inspection & Test Plan are fulfilled by the contractor, with progress and deviations recorded in the QC tool (PIRS web, LMS or ALP) and communicated to the respective contractor for action and through regular site walkdowns, identifies potential sources of deviation to the contractual requirement and records them in the QC tool
  • Must hold either EfW and Boiler experience or Boiler/ Power Plant experience

  • Coordinate civil works design deliverables from subcontractors, working closely with the Lead Engineer for Civils.
  • Ensure civil works comply with all contractual, programme, budget, HSE, and quality requirements.
  • Manage design interfaces between external consultants and in-house engineering teams, setting release schedules and tracking progress.
  • Review and evaluate design submissions to ensure constructability, identify risks, and propose technically sound solutions.
  • Represent the civil design function in internal and external meetings, maintaining clear communication across project stakeholders.
  • Must have a bachelor’s degree in civil engineering, Structural Engineering or Architecture.
  • Must have proven experience within construction industry and a proven background in civil project management and design coordination on large scale industrial plant projects.

  • Ensure that all relevant HSEQ requirements are incorporated into area of responsibility and that, in consultation with site management, HSE and commissioning team, HSE hazards are eliminated or mitigated to the extent practicable
  • Prepare and issue permits to Work and system isolations for works within the shift
  • Ensure that works within area of responsibility are executed in accordance with the contract and conform with project time requirements
  • Independently operate, monitor, and maintain systems according to the scope of responsibility, in the control room and on site
  • Update and maintain shift logs and maintenance regimes
  • Overseeing the work performed by shift personnel and suppliers during operation
  • Liaise and coordinate with other project team members, in particular the Commissioning Manager and Commissioning Lead Engineers

  • Create models aligned with the BIM Execution Plan and information requirements.
  • Enters data into the elements of the model, complying with the requirements established for this purpose by the Information Manager.
  • Participates in coordination meetings.
  • Demonstrates knowledge of BIM processes (3D, 4D…).
  • Demonstrates knowledge in the use of authoring BIM software.
  • Familiar with the Common Data Environment (CDE) organization.
  • Issues BIM design models in form and time.

This position is available on either a part time or full-time basis across sites in Birmingham and Northeast of London. The CDM Manager role comes with a day rate of £550-600. Key skills:
  • Undertake suitable pre-qualification exercise and advise Project Engineering Manager in respect of project competency status.
  • Manage CDM compliance throughout the project duration.
  • Identify & Manage pre-construction information (PCI): Review PCI available and, where applicable identify gaps in content and formal communication of the same.
  • Undertake assessments arising from all design stakeholders and manage/coordinate H&S information as applicable. Designer residual risk will feed into the Project Risk Register.
  • Develop and manage the project H&S file strategy.
  • Feed PCI into the mobilisation process and collaborate with Contractors (including PC’s) in the development of design risk information and constructability reviews.
  • Produce and deliver project specific CDM, or other training where a need is identified, including to offshore (non-UK) design organisations.

  •  Produce & Review Competency matrix: Where applicable undertake suitable pre-qualification exercise and advise Project Engineering Manager in respect of project competency status. • Review sub-contractor competency: Develop & review documentation relating to sub-contract design organisations capability, knowledge, skills and experience and make recommendations on CDM compliance. • Keep updated the project design risk register: The register will be the primary tool to manage CDM compliance throughout the project duration and will, once developed form a monthly deliverable from all designers. • Develop Designer CDM gateway review process: Undertake assessments arising from all design stakeholders and manage/coordinate H&S information as applicable. Designer residual risk will feed into the Project Risk Register. • H&S Files: Develop and manage the project H&S file strategy. Ensure the timely development of any project specific template and carry out regular reviews of the DRM to ensure the health and safety file is compiled as the project progresses. • Contractor Mobilisation: Feed PCI into the mobilisation process and collaborate with Contractors (including PC’s) in the development of design risk information and constructability reviews. • Training: Produce and deliver project specific CDM, or other training where a need is identified, including to offshore (non-UK) design organisations. • Collaborative Working: Ensure that all parties work together to common goals to reduce risk in design and constructability.
