JOB DESCRIPTION

 

  • Demonstrates leadership and commitment to HSEQ. Actively encourages and leads the HZI and contractor teams to implement and comply with project HSEQ requirements
  • Ensures that all relevant HSEQ requirements are incorporated into area of responsibility and that, in consultation with site management and HSE team, HSE hazards are eliminated or mitigated to the extent practicable
  • Ensures that risk assessments and method statements (RAMS) are reviewed with regards to HSE requirements, and that work is carried out in accordance with the RAMS
  • Is responsible for the safety and HSE performance of all personnel under their control, and for stopping work where this might be compromised
  • Implements standardized methods in order to identify complex problems
  • Supports pro-actively the project team to achieve objectives
  • Ensures works within area of responsibility are executed in accordance with the contract, and conform with project time and budget requirements
  • Co-operates with erection contractors and exchanges experience with colleagues responsible for products and other project teams and specialist departments
  • Coordinates consortium partners, sub-contractors etc.
  • Progresses change requests (technical, time and costs)
  • Prepares and follows-up deviations and claims
  • Plans and implements of the installation testing procedures

QUALIFICATIONS

 

Job specific qualification:

  • Mechanical or Electrical Engineering Degree
  • Experienced as supervisor in construction of large industrial plant
  • Experienced in the co-ordination of contracts / contractors on site
  • Experienced as a leader of HSEQ and has knowledge of relevant HSEQ legal and management system requirements
  • Knowledge of relevant international and national technical standards
  • Site Supervisor Safety Training Scheme (SSSTS), valid Safety Contractors Certificate or equivalent
  • Good working knowledge of Microsoft suite applications

Details of the job can be explained in this section such as if the role is full time or part time or if it is a permanent or fixed term role.    The Mechanical Building Services Group forms part of the Facilities Engineering Technical Authority and is responsible for delivering a Technical Authority and Design Agency function, supporting the various business units within Devonport Royal Dockyard (DRD), and Ministry of Defence (MoD) establishments. As part of this function, they are responsible for providing intelligent customer support to Ministry of Defence (MOD) projects within Devonport Royal Dockyard. A full time (35hrs/week) Senior Mechanical Building Services Engineer is required to support a team in providing their Design and Technical Authority responsibilities to the business. The role is predominantly office based but will require site visits across the Devonport site.  The post will require agile working with 2 days per week on site at Devonport, flexibility will be required to meet the business needs        Main Purpose of Role This section should cover the more specific aspects of the post and summarise the requirements of the role. The primary purpose of the Senior Mechanical Building Services Engineer role is to lead Mechanical Building Services projects delivered by subcontractors, on behalf of the MOD. The successful candidate will act as the technical authority, bridging the gap between the company’s engineering requirements and subcontractor performance.  The key responsibilities of the role include:

  • Produce estimates and assist commercial departments in the production of outgoing tender responses.

The Remeasurement Site Quantity Surveyor role comes with a flexible day rate.             Key skills  
  • Responsible for the measurement and valuation of selected subcontract packages
  • Measures and evaluates changes from revised drawings and site inspection at regular intervals in accordance with the contractual measurement rules and rates and standard methods of measurement.
  • Develop and issue sound, accurate cost reports, accurately reflecting the financial position of each package and forecast commercial status and cash flow, including interface with CAPRI and SAP. Identify trends and implement the requisite actions. Identify variances and explain the cause and potential effect and where necessary implement mitigation measures to reduce the impact.
  • Participate in or run regular technical and commercial site meetings, issue minutes of meeting.
  • Document commercial aspects of any change / deviation /claim in PIRS working collaboratively with the technical work package holder, project procurement, scheduling, site management.  Early recognition and maximisation of opportunities . Identify commercial risks and implement mitigation measures in consultation with the work package holders.
  • Responsible for the claim management for designated subcontract packages, establish a strategy of dealing with claims and diligently collate all the necessary supporting documentation, assesses counter- claim potential in close coordination with the relevant work package holder and other staff.
  • Leads subcontract commercial negotiations and account meetings, including preparation of subcontract final accounts (remeasured as required).
