IT Project Manager (Contract to Hire) Location: New York, NY – Hybrid

Our direct client is seeking a technically fluent IT Project Manager to support the planning, coordination, and execution of application development initiatives. Reporting to the Application Development Director and the CIO, this individual will manage full lifecycle software projects and provide hands-on technical insight—particularly in reading, interpreting, and validating code-level work across multiple technologies.

The ideal candidate will have prior development experience, strong code literacy, and the ability to bridge project management with engineering oversight, including low-code and AI-driven tooling. Responsibilities
  • Manage end-to-end software development projects, from requirements analysis through testing, deployment, and operational handoff.
  • Read and interpret code to validate technical decisions, identify issues, and support troubleshooting with development teams.
  • Work closely with vendor software development teams to clarify technical requirements and support code quality and efficiency through tools like GitHub Copilot.
  • Document business and technical requirements and translate stakeholder needs into actionable development tasks.
  • Oversee SDLC workflows including version control, code reviews, testing cycles, and deployment planning.
  • Provide technical guidance on systems leveraging a broad range of technologies, including:
    • PHP
    • SQL Server databases
    • API development and integrations
    • Front-end technologies such as HTML, JavaScript, Angular, and related frameworks
    • .NET, VB, SharePoint, and REST API–based architectures
  • Lead and coordinate efforts with external partners through effective vendor management, including oversight, deliverables tracking, and alignment with project goals.
  • Support emerging technology initiatives such as low-code/no-code platforms and AI agent workflows.
  • Manage cross-functional communication, expectations, and timelines across simultaneous projects.
  • Embrace ongoing learning and adapt to evolving tools, platforms, and organizational needs.
  • Demonstrate the ability to take initiative, anticipate needs, and drive work forward with minimal supervision.
Education & Experience

Must Have:
  • 5–7 years of professional experience managing technology/software projects.
  • Hands-on development or integration experience with:
    • PHP
    • SQL Server databases
    • API coding and integrations
    • Front-end development (HTML, JavaScript, Angular, etc.)
  • Ability to read and understand code across multiple languages and environments.
  • Experience coordinating work with vendors or external development partners.

Nice to Have:
  • Experience with Python.
  • Experience with .NET, VB, JavaScript frameworks, SharePoint, and REST-based services.

Technical Fluency & Code Literacy
  • Strong ability to understand and interpret code for troubleshooting and requirement validation.

  • Effective communicator with technical and non-technical audiences.
  • Skilled in coordinating with external vendors, monitoring deliverables, and ensuring alignment with internal standards.
  • Maintains daily communication with team members from various departments to support coordination and project continuity.

This hybrid role requires on-site presence at one of the organization’s NYC offices (across all five boroughs) 2–3 days per week, or approximately 50% of the time.
