Required to have Experience with LIHTC/RD and Yardr. Duties and Responsibilities for Community Manager Property Management:
  • Positive and professional manners at all times.

  • Act as the company’s primary coordinator to ensure property management efforts meet and exceed expectations and contractual obligations.

  • Manage all property operations in compliance with local, state, and federal laws including Fair Housing, Landlord-Tenant regulations, and OSHA standards.

  • Under direction from the Portfolio Manager, assist in the development of annual operating and capital budgets aligned with ownership objectives, cash flow requirements, and leasing strategies.

  • Analyze and report on monthly financial statements, including budget variances, cash flow management, and strategies for timely collection of receivables.

  • Accurately and promptly complete resident income certifications and recertifications to maintain compliance with LIHTC, RD, or other affordable housing program requirements.

  • Oversee budget administration and recommend operational improvements to maximize efficiency, resident satisfaction, and property profitability.

  • Coordinate rent collection and documentation of revenues per lease terms and policies.

  • Maintain strict confidentiality of all resident, property, owner, and company information.

  • Supervise day-to-day activities of on-site staff; participate in hiring, training, evaluation, coaching, and performance management in coordination with the Portfolio Manager and HR.

  • Monitor and approve timekeeping records for on-site staff in accordance with company guidelines.

  • Oversee leasing efforts including vacancy reporting, tenant billing, lease clause analysis, and lease enforcement.

  • Respond to leasing inquiries and help identify new leasing prospects as needed.

  • Follow legal guidelines to collect delinquent accounts; coordinate with the accounting team to ensure rent roll and receivables accuracy.

  • Assist the Portfolio Manager in selecting, contracting, and supervising vendors; ensure all services meet standards.

  • Approve property invoices and expenditures in accordance with budgetary constraints and maintenance standards.

  • Act as a liaison with corporate departments to ensure a coordinated approach to property operations.

  • Lead and document regular staff meetings, including monthly safety meetings, and submit meeting minutes to the corporate office.

  • Promote a culture of continuous improvement to better serve residents, meet ownership goals, and maintain company standards.

  • Perform other duties as assigned by the Portfolio Manager.

Skills and Qualifications for Community Manager Property Management:

  • Oversee day-to-day operations of the affordable multi-family housing community to ensure compliance with LIHTC (Low-Income Housing Tax Credit), RD (Rural Development), and other applicable housing program regulations.

  • Supervise on-site staff, including leasing agents, maintenance personnel, and other team members, ensuring effective team coordination and performance.

  • Ensure accurate and timely collection of rents and other receivables; initiate and follow through on rent collection procedures, including notices and legal action as needed.

  • Prepare, manage, and adhere to the annual operating budget; monitor financial performance and recommend corrective actions as needed.

  • Maintain occupancy levels by overseeing leasing activities, marketing strategies, and resident retention efforts.

  • Ensure all resident files, reports, and records are accurately maintained in accordance with program requirements and company policies.

  • Use Yardi property management software to maintain accurate records, generate reports, and track financial and operational data.

  • Conduct regular property inspections to ensure high standards of maintenance, safety, and curb appeal.

  • Coordinate and ensure completion of required training for self and staff; keep up to date with changes in affordable housing regulations.

  • Serve as the primary point of contact for residents, vendors, contractors, and regulatory agencies; respond promptly and professionally to inquiries or issues.

  • Ensure compliance with fair housing laws, landlord/tenant laws, and other applicable housing regulations.
