RFP Writer - Medicaid Systems Modernization  Location: Remote  Terms: 10-12 months  Key Responsibilities:
  • Develop and draft formal RFP documents for State government use, with a focus on healthcare and Medicaid systems.
  • Work with DOH stakeholders to articulate vision, objectives, vendor qualifications, payment structures, and other key procurement strategy elements.
  • Facilitate workshops and stakeholder meetings to gather and document requirements (functional, non-functional, and security), deliverables, SLAs, and scope narratives.
  • Conduct market research to identify best practices and examples from other states’ Medicaid and Exchange system procurements.
  • Create stakeholder communications and management plans throughout the RFP development process.
  • Draft briefing documents and issue area summaries to support DOH decision-making.
  • Develop tools and templates to assist DOH in evaluating vendor proposals (note: actual evaluation support is out of scope).
  • Collaborate closely with internal and external partners to ensure completeness and clarity of the RFP.
Requirements:
  • 5+ years of experience writing RFPs or other formal procurement documents for State government agencies.
  • Demonstrated expertise in:
    • Drafting RFP sections, narratives, requirements, and SLAs.
    • Facilitating workshops and translating stakeholder input into procurement language.
    • Succinct, clear, and high-quality writing with minimal need for edits.
  • Strong knowledge of Medicaid, public health, or healthcare IT systems.
  • Experience in drafting procurements specifically for Medicaid programs or State-Based Exchanges (e.g., NYSOH) is highly preferred.
  • Proficiency in research and synthesis of information to support procurement strategy development.
  • Excellent organizational and communication skills.
