Todd is an effective recruiter because he shows that he genuinely is engaged in listening to the qualifications and career goals of each candidate, and then matching them to appropriate job openings. He does not do what many others do, which is to selfishly position into possible jobs merely to get the numbers up, or merely to give the impression to the recruiting company that he's provided them with yet another warm body to review. He clearly wants to offer the best candidates to the recruiting company to match their job opening's requirements and asks. So he spends a lot of time listening and actively talking with each candidate before making decisions on which positions best fit, or don't fit, for him/her.
